The BARAARO CENTER is the leading independent, not-for-profit research and policy analysis think tank in Somalia, renowned for conducting high-quality research and policy analysis while promoting a culture of debate and dialogue on policy issues.

1. Governance

Somalia’s governance landscape is hindered by inefficiencies, limited institutional capacity, and accountability gaps. Addressing these issues requires evidence-based research and policy reforms aimed at enhancing the efficiency of Somalia’s federal and state governments.

2. Macroeconomic, Trade, and Regional Integration

We undertake research and drive policy reforms on critical fiscal, monetary, trade, and foreign direct investment issues in Somalia and the region. We leverage the insights gained from our research to engage in policy dialogue and inform decision-making, shaping the direction of effective policy development

3. Climate Change

Somalia’s escalating climate crisis marked by prolonged droughts, recurring floods, and resource scarcity which deepens socio-economic vulnerabilities, displaces communities, and fuels conflicts, disproportionately affecting marginalized groups, especially women and children. The absence of coordinated policies and localized adaptation strategies exacerbates these challenges, demanding innovative, evidence-based solutions. 

4. Gender and Social Development

We aim to conduct research on critical issues such as poverty alleviation, gender disparities, and youth empowerment. The Center focuses on addressing the unique needs of women and marginalized groups by championing and promoting inclusive development policies.

5. Geopolitics

Somalia’s strategic location at the intersection of Africa, the Middle East, and the Indian Ocean positions it as a critical player in global trade routes, maritime security, and regional stability. However, its geopolitical landscape is shaped by persistent challenges, including regional conflicts, shifting global alliances, and external interventions, all compounded by the Horn of Africa’s strategic fragility and resource competition

Security

Our work focuses on conflict resolution and contemporary security threats. Through rigorous research, expert dialogues, and high-level forums, we provide evidence-based policy recommendations to foster stability, resilience, and sustainable peace in Somalia and the wider Horn of Africa region.
